Presence or absence of an academic title qualifies or disqualifies?

Medicine is a science that contributes the public health through such services as diagnosis, treatment and preventive services. It consists of applications (treatment-surgery, etc.) and services, on one hand, and education and research activities on the other hand. Any title granted for the studies conducted in this education and research field (assistant professor, professor) should only be used at the universities.
Since holding this academic title before the primary occupation, medical doctor in this case, at a non-academic environment, where no education nd lectures are given (office-private or public hospitals) would imply commercial concerns, it is not considered appropriate. Just as a person, who serves as the executive director at an institution, cannot carry over this title when shifts to another sector, these awarded titles should not carried over r used at the new working environment when the previous academic working field (university) is left. We hereby wish to remind that these titles are granted for the works to be performed, instead against the studies or works conducted at a certain level in a research field. Compatibility for the works to be done is defined by the dedication (state-of-the-art) nd knowledge update in terms of the work to be done, notwithstanding the academic title.
